This research examined how Ghana's system of intergovernmental fiscal transfers shapes local government incentives, fiscal capacity and state effectiveness. Focusing on the District Assemblies Common Fund (DACF), the work investigates revenue mobilisation, expenditure performance and institutional effectiveness across Ghana's local governments.
The research has also contributed to the development of the DACF Mismanagement Index (DMI) as an empirical tool for examining dimensions of fiscal inefficiency at the district level.
